I had a class assignment where we had to create a book cover - front back and flaps. Mine was pretty pasted together - others ran theirs through a copier to look "put together". Is there a program where I can put in dimensions and create a cover?

I could accomplish this in any of the CS programs - PS, Illy or ID. Whichever one is most comfortable for you.
You're going to need to set up guides whichever one of these you choose.
If there's a lot of text I would not use PS, if it's pretty minimal I might consider it.
Pick the program you feel comfortable with and set up a template - to steal an old phrase - measure twice, design once.

What programs do you have that you can use stacie?
Most workflows would need the cover laid out as a single pice of art, however, I have worked for fine-art lithographers that were so fussy that although they output their art to an imagesetter, they still employed strippers, and would many times would prefer to have the front, back, spine and flaps output as separate pieces and then hand strip these. Although most of the world is moving to direct to plate where this would not be an option. I would count on only needing to know how to create the art in one piece. Although book sizes vary, so the mock-ups might still need to done in pieces. It is still a good thing, knowing how to assemble dummies.
