Is there a way to create a PDF document using Adobe Acrobat 7.0 such that the PDF document can be filled in and saved on another PC running Adobe Reader 7.0 (Windows XP)?

Yes, if you use Designer that comes with acrobat then you can.
If you have the document in Acrobat then you can add fields that can be filled in by
Tools> Advanced editing
and you'll see a whole host of items to draw over your existing documents, from drop down lists, text fields to radio buttons and check boxes.
If you've allowed space on your document to fill these in then you add these interactive elements too.

Another way I achieved this before getting Designer, was to create my form in InDesign or whatever and export as a PDF. Then in Acrobat Professional (acrobat 6 has this feature I'm not sure about before that) go to Tools > Advanced Editing > Forms and there is a variety of tools that will allow you to make the PDF interactive with anyone who has reader.

Terry White has a few great podcasts at the Adobe Creative Suite podcast site that addresses such form filling and other neat things you can do with Acrobat.
They were posted awhile back so look through the monthly Archives. There is also a ton of other great stuff there for folks using any Adobe/Macromedia software.

If you open Designer it states right away that you will not be able to make a PDF that someone with Reader will be able to save and if you go to Adobe's website it states that it requires the Live Cycle add-on to make a pdf that a customer can interact with and then save a hard copy for themselves that they can then go back to later and edit...

If you have Acrobat 8 Pro you can create a saveable PDF or you can do it with the Live Cycle Extensions... price difference? 400 base 199 upgrade vs... $10,000.

Acrobat 7 came with LiveCycle Designer... The forms fields are editable in reader (you can make your forms backward compatible with older versions of Reader but you will lose functionality.
Before that, you could (and still can) create fillable forms in Acrobat, however you can only have fields that you fill in and print. The email and database functionality go away without livecycle.
You do not need to spend 10,000 to create a Reader fillable form, you need nothing more than Acrobat 6 (full) or higher.
