isn't it easier just to mask out real blood from an image rather than draw splatters of red on illustrator to place blood on your image?

i recently made a book cover for a class project, and i chose L.A. Confidential, so i had to figure out how to put blood on my book cover. another guy in my class happened to use illustrator and used one of the blotchy brush strokes in red fill to create a big splotch of "blood".

are there any tools that can be downloaded to make a good spilled blood effect?

Something you will just have to draw.. old school. Bezier tool and a good eye.

drop some ink from a higgins eye dropper on paper (art stuff, hopefully you know it) scan it and apply the photoshop emboss filter, maybe add the lighting filter. turn it red from the beginning, of course, and add some art flair — all in photoshop. if you want it in Ai trace it with warking's mesh trace method.
