I recently learned about wildcards for find/change in InDesign. (^? - any character, ^9 - any digit, ^$ - any letter)

In some of the paragraphs in the documents there are runs of numbers like $700, 555-1212, or 1234 as well as A.P.A, and CDEF. If I use ^9 to find and digit(number) and then use change format settings to reduce the point size it works. If I use ^$ to find and letter, use find format settings to find All Caps and then use change format settings to reduce the point size by 1 point it doesn't work. I get 'can not find match'. Does anyone know why? Is there a better solution for reducing all capital letters by 1 point size?

When you use "Find format setting" in the find dialog, it has to be a format that has been defined before in a character's style or a paragraph's style. Here, it would have to be a character's style including "All Caps". If the word has been typed in capitals, it will not be found by the "Find format setting".

There might be a script that can do what you want (you can look at the Adobe studio exchange site).

If your text is not too long, you can always make your changes one word at a time !! If it's a long one, the only way I can think of right now by using the Find command is to make the changes one letter at a time (type a capital letter in the "Find what", select "case sensitive" and select a point size in the "Change format setting"; then make a "change all", then type in another letter... !). Hope there's a script !
