Flash Tutorial confusing

I am having trouble making sense of a Layers magazine tutorial. The screenshot shows a movie clip open for editing, but we're shown the main stage in the image. I don't know where to go with the tutorial because of it. I've completed it twice, but when I publish/preview I get nothing but a blank white screen.
Any help?
