Layers Magazine Front Cover: How?

I just got the Layers Magazine InDesign Bonus edition (the one with the Butterfly on it with tiny little pics in it) and wanted to know how would you go about creating this? I have several ideas, but know pre-planning will be key:

1. Do I do this in Photoshop and bring it into InDesign?
2. Do I set up the layout in InDesign and edit the pics in Photoshop for size etc..

Ack! If you have any suggestions I would love to hear them.

I saw one of these photo mosaics on the web a few years ago, and I too, wondered how to make one. So upon researching this, I found a very cool application for making such photos.

The software is free to download, but very well worth a donation. With this software, you can very easily get the little images used to make the big mosaic, by loading a video and have it extract different frames from the video clip. Again, this is very cool software, and if youre interested in tinkering, well worth checking out.
