Website with training certificates

Customer wants website to generate certificates, and keep them in records where trainees can access them at any time. I am going to "password" the instructor's access to add trainees nemas and training dates, and will "membership password" any trainees who will access this information later.

Only using Golive, Illustrator, andanything else CS2, how hard will it be to create custom certificate and have it autofill from trainee list on demand by tranee? What tips can you give me to make it happen?
