Flash or After Effects

I want to learn vector based animation. What program is best for this After Effects or Flash. I have not really worked much in either so I would like to know which one to purchase. I have the CS2 design suite the one with Flash and Dreamweaver but I don't think the integration with Photoshop and Illustrator is as good as in CS3. Should I purchase After Effects or upgrade to CS3.

Flash is true vector based animation, After Effects is not. You can do animation in After effects, but it really is pixel based. So if you are interested in Vector based animation, you may need to decide on flash.
