Is a NAPP membership beneficial to a fairly new photoshop user who wants to basically learn photoshop from scratch?

I think so. If I am correct it includes a membership to kelby trianing (but i am not sure about that). There are also supposed to be tonnes of tutorials on the napp membership site. I am not one yet but am saving my $ for it.
Don't forget the discounts you get as well. on everything from hardware and software to car rentals and hotel bookings.
