Can anyone tell me how I can get lettering on a circular or oval path to to be right side up on the bottom of the circle or oval?

If I understand you correctly, select the type and go to Type>Type on a Path and click Type on a Path Options. Inside the options panel select flip. This should give you what you're looking for.

Thanks Todd that was very helpful and it will help with the task at hand.
Is there a way of having lettering on top of that path as well as the bottom on the same layer? or is it best to use separate layers for each?

Each would need to be it's own text path unless your just baseline shifting individual letters.

What I often do is draw the circle and set the type on top.
Using the Selection Tool (the black arrow) select the top text and it's corresponding path, copy, paste in front (Mac: Command-f, PC:Ctrl-f).
Then hide (Mac:Command-3, PC Ctrl-3) to hide the top circle and type.
Change the text that's left to read what I want the bottom to read.
Move it to the bottom of the circle, which can be a chore with current functionality (it's buggy)
Then choose Type > Type on a Path > Type on a Path Options... and choose "Ascender" from the "Align to Path: drop down. Then show all (Mac: Command-Option-3, PC: Ctrl-Alt-3).
That way the top and bottom text are both aligned to the same size circle and in the exact same position.
