I have always been puzzled by the use of "<>" symbols next to fonts in the font list. Does this indicate a missing font or an embedded font.

A * indicates a font that isn't active in the system. I don't know that I've ever seen brackets in the Find Font dialog of Illustrator.
In Acrobat the brackets indicate an embedded font, I assume they'd mean the same in Illustrator.

I always thought so too but it isn't shown on some fonts that would be embedded along with the rest of what was used in the document.

I've really never seen the brackets in Illustrator that I can recall.
Any chance you'd send me a file displaying them?

I have seen this as well. It means the font is missing, or in a different format.
When you open the file, if a font is missing, you'll get a warning. Such as a font from a Mac going to Windows and the font used is a type 1 or ttf and the target computer doesn't have the font. When you see the brackets, the font is missing. Change the menu to search system fonts instead of document fonts and make the substitutions. If you got the file from a customer who failed to send the fonts with the document, or convert to outlines to avoid font issues, then make substitutions based on what you have, send the customer a pdf proof and make them sign off before you proceed.
