Little dot patterns

So this is probably a silly question, but some work friends and I were wondering just how do you get those little dot patterns..such as on page 14, Make Your Portraits Pop article, in issue 4. I've been seeing these things all over and I've been wondering how to do it myself. It seems like it should be easy, but I just can't make it look how I want. Any tips? :o :D

Have you watched Scott's "Halftone Dots" tut on this website? (Page 2 of the tutorials.) That might be what you're looking for.

I guess that is what I'm looking for. I know I need to play around with it and experiment but I wasn't sure if you do fills with that sort of thing. So yep..I will have to experiment. Thanks!
