Relinking problem with Illustrator CS2

I have a user I'm supporting that is having problems with loading an Illustrator CS2 data file that has links to other files. Normally when a file is opened that has more than one linked file and can't find them it asks the user to locate one and it will be able to find the others. For some reason Illustrator keeps asking where to find each file, eventhough they are in the same location.
Has anyone else seen this before and has the fix? Is there a preference problem?

Perhaps the files are located on a network, or in a separate folder.
Should this be the case, try putting everything in one folder and see if that helps.

Yes, the files are on the network. The files are shared among designers and the linked files are common elements that are in various designs. So I'm trying to make this work without putting all the files in a single directory. This used to work in CS1, so I'm not sure why it won't in CS2.
