I am trying to create a circular pattern containing overlapping geometric opaque shapes using the rotate tool. Is there a way to get the last section to 'underlap' the first so that the start is not visible? Bringing objects to the front or sending them to the back does not solve the problem

If I understand you right, no. You will need to do some extra work to get the look you want.
Every object is on its own "Layer" and you can not have your top most layer (Which is where your last object is) tuck under another layer.
Easiest way to get the effect I think is to use the Pathfinder tools.
Copy your first shape (The one you want the last shape to tuck under) and paste it on top of the last shape (Paste In Front so its position does not change)
Select that with your last shape and use the Subtract From Shape Area Pathfider tool.
