ok, in some cartoons I've seen the lines start off thin get thicker in the middle and back to thin, and other variations too. Is it better/easier to just create a new brush or to actually create a path just for the lines?

Well you can make paths then use a brush on the paths. That's my preferred method. Or you can just brush on paths.
It's important to realize that you can apply a brush to any path, not just ones you made with the brush tool.

I find making the brushes the easier of the two techniques. I have about a dozen lines that varry slightly in width, some just taper, some are a little rough. The work good when you are going for a hand drawn look.

cool...so I could just create a bunch of different brushes and save them...then draw my pic with the normal brush and then change individual paths with different brushes?

Yeah, that is what I do. I prefer not to get too caught up in what it looks like while I am drawing. Then you can select a bunch of lines and change them, choose some more, change those...
It's a technique.
I have also been known to stroke the paths with appropriate stroke, change to outlines, Merge together and then go to town with the smooth tool.
Another technique, there are lots more.

I have had some luck with outlined stokes, and the Roughen filter. There was a pretty good tutorial on here about manually adjustin gthe stokes... I wonder if its on the layers site...
