Does anyone know a Action that would create a lego looking object in photoshop?

Actions are usually used to automate a repetitive task and not usually to create an object (not that it's impossible but you would end up creating the same object over and over). You should try creating one by hand and see how it goes. Download an image from Google, trace it in Illustrator and color it in either Illustrator or Photoshop. You can learn a lot doing something like that…

Another thing you can do besides tracing a photo, as PaulC suggested, is to place a lego directly on your scanner bed and scan it. Tape the lego to the bed in a manner that lets you see some of the top and sides. Sometimes it's a little tricky, but sometimes its a snap. You may have to reposition it and scan it a couple of times before you get the perfect angle, but all in all, scanners make excellent 3D cameras. I've done this with pills at my work and it works great.
Obviously you can't close the lid on the lego or it will mess up your propping job. Cover the lego and the scanning bed with either a box that is black on the inside, or what I usually use is a nice jacket or sweater, preferably one that has a black liner on the inside, or at least a dark color. The jackets usually seal out the light leaks better than a box.
