I'm not sure if this is allowed but, I posted over at the Layers Illustrator forums and am not sure if I am getting the most complete exposure to help over there, I have recieved some good help from one gent, but thought i'd cross post here. Can any AI pro take a look? Can what I want to do be done in AI, or do i need to use PS as well....

I think you have better access to the experts here (also try Illustrator World - though the same folks usually look here and there). I think (from my web searches) that PS is the only way to go on this though I had a nagging thought in my mind that I had seen this done in Illustrator).
Would the op-art approach work here rapist and Husker? These two and a couple other guru's can likely give you good answers here so I posed the challenge to them.
I hope you get the answers here (or Illustrator World).

I've seen a tutorial on this, I think here but I might be incorrect. What you do is create a series of circles of smaller and smaller diameters and then make them a brush.

This might work. You could draw one ellipse and Distort Transform>Transform say 95% horizontal/vertical scaling and 10 copies and then after expanding appearance make as a scatter, pattern or art brush (select tints and shades so you can use with different swatch colors), then draw out the paths (a series if lines perhaps?) and fill with the brush.
Might be a starting point anyhow.
I found a tutorial from Watch and Learn.com (I have on their Vol. 3 CD) and a little in Matt Kloskowski's Illustrator Most Wanted Book but, thus far, I have not gotten the effect you are after. Also my computer with Creative Suite is dying so I cannot try more at this time. There is the Effect and Filter to Pixelate>Halftone (or some such). WnL stated apply a white stroke. They rasterized (they used type) the object, applied the filter, ran Live Trace and expanded (back to vector) and then selected the outer (white stroke-expanded paths) did select same fill color and deleted the white. See if that gives you the effect you need. There are options to play with in menus that appear on applying the Effect (use this so it is live rather than the filter command) but I think this will get you there eventually.
OR until the experts here provide you with a simple and better answer.

I found or refound this tutorial just yesterday. It might help you a bit.
