Keep the old website up until you complete the new site

OR

Put up a construction page

And when you do this how do you test the new site and show the clients?

Personally, I would leave the existing site up well working on the new design. As for testing the new site, typically I upload the files to my own url and then send a link to the client.

Shouldn't this be the clients decision?

Personally, if I see an under construction page, I assume that it's been there for a while and will either remove the bookmark or check back in a day or two, then remove the bookmark.

Unless the site has out of date or inaccurate information, I wouldn't put up a different page. However, if the client says you must, I would put up an under constuction page with a date of when the new site will be available.

I know as a general rule of thumb you keep the old site up. It's not really proper to have an construction page up. But, like what Stacie mentioned, if the site is out-of-date or inaccurate you should put up a page with contact information and possibly company information. Also, add a note saying the site is being redesigned and will be up shortly or give a time frame.
