I been working on a website using DW CS3. My next step is to make a forum.
So far I have considered using Vbulletin. Which App seems to work well with
DW CS3?
Thanks again, folks:D

None of them do.
A forum is a web based application, it is it's own program. Can you modify the pages (HTML, CSS and Scripts) in DW? sure, since they are just HTML, PHP... . For the most part you won't even have to do that much. Most pre-made forums like vbulletin have admin-side controls for creating new templates, modifying theme CSS and editing the page templates, so for the most part Dreamweaver is not required.

Well, I was planning on linking the forum to my DW website. I was not planning on using DW to work on it - I understand they are their own separate APPs. Sorry for the confusion.
So, it really does not matter which one I use? Is there one that is better
than the rest? which do you recommend is the best one to use in regards to simplicity and quality?
Thanks.

The forum is installed into your site, not linked unless you are installing the forum onto a different site than where your site is located. The files are uploaded to your web space and then (most of the major ones anyway) an installer script is run and the forum is set up.
As far as which ones are good. The top three are PHPbb3, vbulletin and Invision Power Board. Of those PHPbb3 is the only free one. both Invision and vbulletin will cost you about 150-200 bucks.
