I'm trying to create an art brush in illustrator cs3 (PC) but am not able to find this option.

All I can choose is 'new scatter brush', which isn't what I'm trying to do.

I'm trying to do this tutorial right now:
Photoshop Tutorials - Retro Text | Text Effects | Photoshop Tutorials (http://photoshoptutorials.ws/photoshop-tutorials/text-effects/retro-text.html)

and this is what I see when I drag a few items grouped into the brush area:

This is what I am looking for:

I realize that I am looking at the Mac version, but can't I do this on the PC version, too?

I can not replicate your issue in CS3 or CS4. Every time I drag into the palette I have the option of an art brush (PC)

I can tell you are using vista, but what version if illustrator?

Try selecting the 5 boxes and choosing "New Brush" from the brushes pallette menu (the icon on the top right of the pallette).

It's illustrator version 13.0.0
I have a library for artistic and calligraphic brushes, but can't seem to be able to add them.

You might try updating to 13.0.2.

Like Torch, I can't replicate the issue and I've never heard of it before.

I wonder if there is something about one of the objects that Illustrator will not take as a brush, or would limit an object from being used as an art brush, like a gradient for instance.

It's the only thing I can think of right now. If you don't mind, email me the file at torch511@gmail.com so I can look at it and see if I can figure somehting out.

unless you open the file as and illustrator document, otherwise the brush is added in your normal brushes pannel.

What creates your problem is that you already have a brush selected!
Since an existing brush can be used to create an art brush or a pattern brush (patern can be several artbrushes corner and section etc)
To avoid this if you drag your objects to the brushes pannel you cannot have a selected brush AND drag and drop, which is why the others arent able to reproduce your problem.
