Hi everyone,
I got an image from one of my friends today, and he asked me how to re-create this is Photoshop. Now since I think this is done easier in Illustrator, I am posting this here.
This is the photo he made:

Now I did not embed the image here, simply because it's huge :) (3648x2048px).
Does anyone know how this is done??
Thanks in advance,

BTW: I suppose the wings could be created using a Stroke Path in Photoshop using the build-in "Texture 4"-brush (Assorted brushes)...

Actually.. I'd say Photoshop. Mimicking natural brush strokes (which those are) is much easier in Photoshop than it is in Illustrator.
That's not to say it can't be done in Illustrator. It would merely take the creation of a good brush.

Okay... how?? :P
'Cuz the question actually wasn't in which app it is easiest, it was HOW it can be done... (though I posted it here, should it be moved?)

Robin,
Corey Barker has done this kind of thing. Look at Planet Photoshop - free access tutorials or (NAPP Member?) the NAPP site has some of his work. Possibly accessible at Photoshop User TV (one of the episodes perhaps in the last year).
But you will end up making a outerglow/inner glow style to apply to strokes to attain this kind of lighted effect.
I just checked in at Planet P and he is doing one like this in Extended 3D on the tut posted today. Don't worry if you do not have extended but view what he does there and then look in the archives for what you are after. You will learn a ton from his site.
Update: Join NAPP for just $99.00 for a year - you wont regret it. Then you will gain access to 100's tuts. look up Corey Barker's "Light Streaks" Tutorial and I think this will nail it for you.

Gary,
Thanks for your post,
Yes, I have extended;
No, I will not join NAPP, simply because my budget doesn't allow me to do so;
Yes, I will take a look at P photoshop then, I checked it a few days ago, but appearently the PS lad (;)) has done a new tut (haven't checked it yet while writing this);
No, I don't know which episode of PUT you mean, because I can dream at least the last 15 episodes and I don't remember such tut
Again, thanks, I'll let you know whether I succeed,
Robin
btw, I'm Dutch so that's why my English may be not 100%
